Policy Guidance and Strategic Opportunities in China's Retail Industry
At the end of 2024, there were two central-level important documents and meetings that explicitly mentioned the retail industry.
The first was the Central Economic Work Conference held on December 11, 2024, which clearly proposed to "actively develop first-to-market economy, ice and snow economy, and silver economy," "strengthen regulation to promote the healthy development of platform economy," "vigorously develop county-level economy," and "vigorously develop marine economy and bay area economy."
The second important document was the "Implementation Plan for the Innovation and Enhancement Project of Retail Industry," jointly issued by the Ministry of Commerce and six other departments on December 16.
This plan explicitly identified "the innovation and enhancement of the retail industry as an important means to comprehensively expand domestic demand."
It also outlined five major tasks: promoting scenario-based transformation, promoting high-quality supply, empowering through digitalization, encouraging diversified innovation, and upgrading the supply chain.
From the perspective of retailers, this kind of policy guidance currently presents a "strategic window period" for large enterprises with substantial financial resources and the ability to make long-term strategic layouts.
